Is this the end of the NASA's human space program or the beginning?

The mood around the Kennedy Space Center, across Florida's Space Coast and throughout the space program is dark. People are sad. They're angry. They're bitter. They're scared. They want answers.

So many people across Brevard County benefit from a healthy spaceport. We have professional colleagues, family and friends who face an uncertain financial future.

President Obama's plan to end the space shuttle program and cancel the shuttles' replacement is troubling enough. More worrisome: the White House budget released last Monday shows little sign of a human space flight program beyond the space station this decade or next. There's no clear goal to go boldly anywere.

Some locals are upset because they recall the president's political rally in Titusville in August 2008, when the candidate promised to minimize shuttle job losses. His new plan is forecast to cause at least two times as many space job losses as were being predicted in late 2008. Sore feelings cross political party lines.

The president's plan may prove smart, in the long-term, because of its focus on "game-changing" technologies that could lead to faster, cheaper means of flying humans deeper into space.

There's little in the short-term for anyone to hang their careers on. There aren't many jobs in that research and development that might look like a career path for thousands of space-launch engineers, technicians and support workers.

Two days before launch, Charlie Bolden arrived at NASA's launch site here with an hour or so to spare. He took advantage of the time to visit with some technicians inside the Vehicle Assembly Building.

"They were devastated by the announcement," Bolden said, acknowledging abysmal morale across KSC. "The sooner that someone can articulate a vision, the sooner they're going to recover."

That's it. People here and elsewhere in NASA need to hear something is coming next. What's the plan? Where are astronauts going next? When? The human space program in the United States always has been built on bold goals and calendars filled with milestones. KSC's always had something to shoot for.

Now, almost all of the milestones on people's calendars are markers on the road toward shutting things down. Last this, last that. Final shuttle missions. Last pieces of space station equipment leaving Earth. Facilities are being mothballed. Offices are being vacated. People already are watching colleagues disappear as their part of the shuttle program winds down or they flee KSC for more secure jobs.

One alarming concern is that morale, and the distractions, and the exodus, might cause people to stop paying attention to detail in the manner that they must to ensure that these final space shuttle missions go off without a problem. As we all know here, the space flight business is unforgiving of even tiny errors.

KSC Director Bob Cabana and shuttle program manager John Shannon, among others, face a daunting challenge keeping the team focused.

President Obama and his NASA chief meanwhile need to restore hope among space workers and advocates that their plan could be the best way to move human explorers deeper into space.

If that's the case, they botched the rollout of the new program because folks on the street see this as an end, not a new beginning.

I agree 100%. This is like a slow death. Either Obama consciously lied while campaigning, or decided the Space Coast was irrelavant to his agenda and is throwing it to the dogs. He has no vision and doesn't seem to care.

We'll now see, very early on the job, what kind of leader Bowlden is and how he can save America's manned space program.

Unless there is an unexpected shocking turnaround with Obama breathing new life into either Constellation or the space shuttle program, you can kiss the American manned space program goodbye. What a joke...the agency that put men on the moon will be hitching rides from Russia and other countries for good. How embarrassing.

Maybe we need a law to prohibit any elected canidate from using promises to get elected. Seems like people shouldn't be allowed to buy votes by making promises... even if they don't intend to follow through.

The truth is that there aren't enough votes in Congress to pay for it since Republicans are telling us we can't afford proper health care for our citizens.

After all, we have the highest infant mortality rate & lowest life expectancy of the industrialized countries, so if we can't afford better health care for our citizens, how are we to ask taxpayers to pay for manned space exploration? Besides, Obama is actually increasing NASA's spending and he didn't promise to keep funding this. And the economy is really tanking a lot worse than expected.

Senator Bill Nelson has proven absolutely worthless in this. Instead of realizing that Chicago-style politics is now the order of the day and responding in kind [ie. calling a major press conference and letting the administration - and the public - know that the president and the party will *NOT* be able to count on his senate vote for their agenda unless funding is restored], he calls a press conference saying it is futile to argue w/ the president over NASA's budget. No Congressional members have as much insight into NASA as Senator Nelson, and yet he rolls over and does less than nothing!

Bush received a surplus from Clinton, then gave away trillions of dollars to the wealthiest 1% of the nation creating a welfare program for millionaires. Bush spent the money, Obama just told you about it an you call him the liar. Red states have not shed a tear for Detoit Auto workers and loved that their jobs went to Japan. Now the space coast is faced with the reality of wasteful spend No Taxation to pay for Mars & moon shots. Oregon has the solution, Oregon taxes.

Well we certainly find ourselves with a complex mess and way out on a heavy lift limb here in 2010 -- largely of our own making. A Shuttle-based launch system was advertised a generation ago as being able to bring down dollars/pound to orbit costs but turned out to be the opposite due to so much complexity and an astronomical logistical infrastructure. The ISS was advertised to cost what? -- a fourth or less of what it ultimately cost -- again sucking up way too much of the funding of most of NASA's other mission areas. Same goes again for the "gold plated" cadillac low earth orbit manned space architecture of the last 30 years. Can someone tell us why we didn't have the sense to take a value engineering page from the Russian's space playbook and evolve Saturn-based "dumb booster" heavy-lift derivatives that would have had us back on the moon 10 or even 20 years ago? Let's show some perspective here as we're having to face the enemy in the mirror and "he is us!"

This would be my concern in the short term. How could these people not be living a nightmare, and therefore not be totally focused as these rockets go off. I'm not so sure I'd want to be on board a shuttle right now.

All I know is all the finger pointing and blaming at this point is not going to get you a new job, its not going to save your house, its not going to prevent the worst from happening. It seems this is a done deal. You know your job is gone. Now what are you doing? You better get that resume up to date, put your house up for sale, and start looking OUTSIDE of Florida if you plan to do anything other than retire. It's time to be proactive about the situation because it seems its a done deal and it is going to happen.

I spent many years on the Space program. 25 +

I saw the hand writing on the wall after Columbia's left wing melted off. I prepared the aft compartment of the Orbiter for that flight and knew and talked to those Astronauts often. My DNA was on that flight and on Endeavour flight this morning.

I took my gap early and started my own gig. I am glad I did.

Laying out Burned Columbia pieces on a grid taped a hanger floor reinforced my decision to leave the program early.

But...

KSC Workers need to think in terms of ensuring that their futures are viable without a program.
Looks like the Constellation program will get a congressional look giving false hope to KSC workers.
If the Constellation program does not get restarted...then false hope,will continue to hurt the workers.

I have seen the denial and how it has hurt the programs worker by putting off the necessary preparations to exit the Cape.

Just sayin...I am/was a Shuttle Worker that is/has gone through what is getting ready to happen to all.

Its the end of the world as we know it, and I feel fine

We spend more on Obama/Reid/Pelosi's welfare state in one day than we spend on NASA in an entire year. And, we actually get some benefit from the Space Program instead of having money disappear down the never ending welfare rat hole.
I feel sorry for all the KSC union guys that are such rabid Democrat voters - they're the ones who will be most affected by this

Time to get a clue!
China will lead your "world" now.
The money to "stimulate" the economy will be systematically drained and funneled off to follow all the funds that have already been absconded with.
That new "smiling face" in The White House was just another part of the big plan to suck the sap out of America.
Our military is a modern mercenary force, not "fighters" for this "American Freedom".
The education system is a poor budget-constrained "babysitter" for America's youth and all the refugees that take precedence over everything else.
Better get used to it......

I can understand how people are feeling. But the problem is that they look at this from a very small perspective which is natural. The same people who scream about government red ink now think it is perfectly fine to give NASA $3B more a year while all the other government agencies are held to no budget increases. I think our space program has been amazing but also very costly. And Constellation seemed to be going nowhere fast. I know that many of the design teams are basically at about the same phase they were 3 years ago. If that does not indicate a problem I don't know what does. But we continue to slog along and many people want to keep it up. Unfortunately it is time for a change and fitting NASA into the big funding picture in a realistic manner. The one thing that does trouble me though is that the goal now is rather fleeting. I think they should have a more solid definition rather than simply flexible path. Hopefully something more defined will be coming sooner rather than later.

Good post Mr. R.E.M., and my condolences for your loss on 2/1/03. Your post puts things into perspective. Someone, like myself (who happens to be umemployed) is upset that something I enjoy, the shuttle program, is ending. But this also means people are going to be unemployed like me, and these people also have been through some very tough times with accidents and death, which relatively few people can understand.

A very humbling post, indeed.

Republican Conservatives fought tooth and nail shoulder to shoulder with Medical Insurance Lobbyist to stop millions of Americans from getting access to health care calling it Socialized.

Now, they want us to spend Billions of Tax dollars to give them jobs on what is essentially a Glorified Social Welfare Jobs Program for the privileged few known as NASA.

Most of the people upset here aren't really mad about the lack of a clear path ahead for America's space program or the seeming loss of America's global space leadership. Rather they're riled up about the loss of jobs. Sadly John Kelly falls into the trap of blaming President Obama for NASA's seeming downfall and obvious lack of vision, which is resulting in the unfortunate job losses. Decisions that were made even before Mr. Obama made his first campaign promise sealed KSC's fate. Massive Space Coast job losses were certain from the moment in 2004 when President Bush made the decision to scuttle the Shuttle. Immediately thereafter, the Bush Administration and NASA should have begun development of a new crew launch vehicle and a crew exploration vehicle immediately. Didn't happen. Mostly because while the Bush Administration talked a good game, they didn't provide adequate funding. Unfortunately, for President Obama, the chickens came home to roost during his administration and he's taking the unfair blame.

You'll be competing for any available jobs, not only against each other, but against your former co-workers from Huntsville, JSC, etc., who are also going to be laid off.

Bush sucked, Obama sucks. All I know is, if the person we elect in 2012 is a Democrat OR a Republican, we should just hang it up as a nation.

Funny how all of a sudden it's "Obama's plan" to end the shuttle program; seems like I remember that being Bush's plan, but then again Obama is being blamed for everything else that's currently wrong with the country, so why not throw the fate of the space program in there too. The real tragedy with the space program is that the majority of Americans could care less what we do now. Shuttle launches only get more than a soundbite on the news when they disintegrate during reentry. As a 25+ year NASA employee, I think I'm probably on the endangered species list; and I'm not expecting anyone in DC to change that.

Who ARE these people accepting welfare? The severely disabled, very old, and children who were born to people who have no means to support them. These poor people may be a "rat hole" to you, but what do you propose we do with those incapable of making a living? Clinton's back-to-work program "mothers back to work" cut the the welfare roles in half. Only recently more are applying for assistance due to no work - their children have to eat, after all.

Besides, "space travel" is NOT dead. It's just heading in a direction which will develop through business models and international cooperation to share the costs. This is the free-market model stressed as necessary by the GOP.

In retrospect, I bet Clinton wishes he could own that "program". But it wasn't really a program was it? I believe you refer to the welfare reform in the 90s? You know, the bill put before Clinton from the Republican congress that put stricter requirements on AFDC, etc. As I recall, it took 3 times before Clinton finally signed it. Well, better late than never, I suppose.

When I hear that Nancy Pelousy can get a complete bar to include wines, bourbons, Gins, Vodkas, Rums, along with peanuts, snacks, and meals served on board a US Air Force aircraft to serve her entourage, and then she gets a complete no questions asked reembursement from the American Taxpayer, that's when I know we are on the wrong path in this here United States of America.

Its no wonder why they don't support manned space programs?

Shuttle was getting long in the tooth, hard to operate and expensive, that's why Bush decided to retire it. But he had enough vision to set a goal of landing men back on the Moon by 2020, and then onto Mars by 2030,

NASA Immediately began working that goal, we have the infrastructure being built, we have the engines developed, we have the spacecraft crew module, the Ares 1X proved it's a good design, anyone who thinks that NASA didn't do anything is a misguided, obtuse moron!!

So the Obama kills the R&D, the whole shabang, and tries to cover it over saying we have to develope a heavy lift vehicle in the 2020's and other commercial methods!,

What the hell is he talking about, who the heck do you think builds the damn things now? UH Duh Boeing, Lockheed, General Dynamics, and hundreds of other Commercial companies in America, that's who!!!

If this isn't reversed by the congress you all can kiss American pereminance goodbye, we won't be a power let alone a super power! We'll just be the sweet little socially concerned little pacifist state happy with having enough health care to stave off death for a few months more, while we get fatter and dumber listening to thug hero's like Obama lie to us saying it's getting better and better every day!!!

Get a grip people, at this point what's done is done.It stinks, and I also hate what has been done to our space program. Who gives a crap who's fault it is? What difference will it make? The things people ought to be thinking about is all the jobs that will be lost along with the fact that America will have to rely on other countries to get our guys into space, what a tarnish to put on our "super power" status, do you allnot realize the repercussions that can come of this? We are already behind a lot of other countries in areas of science and math, do you think this will help? Not only will there be thousands of jobs lost but what of anyone in college who has been in a course of study to work in this area? What the hell do they do now? Start over? Beyond that while we will not be able to get to space on our own god only knows what other countries will do out there that can affect us, and we would have NO CLUE, do you even realize that this could place our country and our lives in danger? With all of our military capabilities to track terrorists this leaves and open area where we will have no control, and no idea of what they are doing until it's done. Wake up and look at the bigger picture instead of sitting there and putting the blame on every Tom, Dick and Harry.

A few years back, Bruce Willis celebrated the anniversary of his blockbuster space movie, Armageddon, by bringing his blues band to KSC for an outdoor concert. Big crowd. Bill Parsons and lots of NASA employees.

In the middle of the thing, Mr. Willis -- obviously feeling no pain -- grabbed the microphone and shouted: "What we did in our movie was bull [bleep]. What you do here is real. You build great stuff, train great people and go to amazing places. It benefits the whole world. Let me tell you. You should build more things, train more people, and go more places!" The crowd went absolutely nuts for five minutes.

And I thought: There it is. Sound U.S. space policy in a nutshell. One drunk Hollywood actor gets it more than all the politicians put together...

The Republicans ran America dry. They inherieted a huge surplus and managed to take that and give us a huge deficit.
The republicans:
=Never offered us a health reform (as they favored big insurance co.)
=Gave the wealthiest huge tax breaks, along with their already huge amount of legal tax loop holes they can take. Which would have brought in billions for the government to help with Nasa.
=Let the BIG corps,insurance co., govern US! Now we are hurting because of that.
=Start an unnecessary war that costs billions and billions.
=Never tried to fix anything. Their greed and blindness to the middle class kept them going , but hurt middle class citizens,

NOW, Obama has some good plans, but the republicans don't want the democrat to succeed or they know they will never get back in for years. They are only for Big corps, etc.
So people like Rush, Palin and Beck get paid big bucks to brain-wash the good people, at the same time they are enjoying their huge tax breaks, while middle class suffer. Palin got paid $100,000 for one speech and she offered nothing but to shout high taxes, socialism. Isn't it funny that Pres. Obama gave 95% of Americans a tax break, while the republicans gave the top 1% huge breaks.
Why doesn't the republicans want Obama to tax the big banks that took our money, and help put us into a recession?
Why doesn't the republicans want Obama to take away some of the huge tax breaks that was given to the wealthiest by the them?
Why don't they like the idea of limiting the size of the banks, so they can never put us into the situation of bailing them out? By the way, if he didn't continue the stimulus, the money in my bank account would have probably been gone.
I could go on and on, but people that have been brain-washed by the republicans propagandist , can't think for themselves.
As long as we let the republicans rule, there won't be any money for Nasa, the middle class, just the wealthiest.

Keep talking about the 1% their tax cut was 33% down from 39% big deal. Loutefree is just mad does not want to work hard take from someone else. So, taxes are raised rich, they tighten up, Searay closes. People get fired from the rich peoples businesses. Which is all good under the Dem. plan, get those businesses and rich people. Quit calling a government plan to funnel money to insurance companies reform. Simple solution limit lawyers and make a cap on premiums. That would cut back on donations to the Dem.party.

Actually Obama did clearly promise to protect space jobs. He even used the word "ALL" in the campaign speech in Titusville. It wasn't in any way unclear. You can't parse it and make it mean anything other than the exact opposite of what he died. The guy broke his promise. Sorry.

Republicans called for ending Social security this week in the house and called for stopping health care reform. With their anti socialist platform there is No room for Maned space flight. John Stossel has shown that government spending is wrong. And space exploration is just another welfare program, only for those who go into orbit. Let us out source our space flights. Out sourcing is the official policy of the state of Florida, which is run by republicans. If sending our Jobs out of the nation is the republican official policy. then its good enough for me. Besides Bush gave all our money to Wealthy people.

Good riddance. The space program has been nothing but a bunch of boys playing with billion dollar fireworks whose origins trace directly to Adolph Hitler. Rather than creating holes in the ozone layer while spewing tons of climate changing carbon and other dangerous chemicals into our atmosphere, the money could be spent so much better preventing global warming, providing health care and college scholarships.

Forget about the health care reform it is a 'distraction' from the real issue which is to change our democratic government into a socialistic government. When you are asked to go to a meeting without knowing who are the people that will be there, nor the agenda, nor the 'real' purpose of the meeting...this is called an ambush! It is done every single day in all levels of government and governmental agencies! We, the people decide! not walk into ambushed meetings with a pre-determined private agenda and/or pre=determined result! FRAUDULENT tactics to achieve fraudulent results! I agree that the manned space program is a mistake. The shuttle program is a spectacular fireworks show but a show we can not afford. I agree with the President the manned space program can best be handled by the private sector.

I was hoping for a people greeter job at Wal-Mart - but 7,000 people greeters makes for stiff competition:) However, just heard that Wal-Mart reorganized and MANY of their employees are now without a job. Guess the people greeter idea is out the door as well. Just trying to keep a sense of humor here, beats crying and getting ulcers over all this.

Wow...there are a lot of clueless people out there about the space program - what it has accomplished, what it means to the United States, and what it means to education. It is one of the focal points for higher education in math and science. What kid hasn't dreamed about being an astronaut or going into outer space...it is what dreams are made of. If you take down NASA you take down education, US space pride, and dreams.

Surely higher taxes, more regulations, higher energy costs, greater unionization, massive government debt, printing money and government micromanagement of everything will bring America back to prosperity. Obama is at war with business, and business is losing.

There should be consequences to a person that campaigns on one stage and after elected uses another stage. It is cheating with intentions to commit fraud. When campaign promises are forgotten and new ones take their place it is time to issue a probationary period where campaign promises are restored and/or the governmental official is terminated! replaced with immediate available qualified person who fits the 'job description' representing the decision of the taxpayers. No private agendas please...shape up or ship out!VOTE
