PAL ramp decision day

Is the shuttle external tank safe to fly without the PAL ramp foam? That's the question before shuttle managers meeting today in Houston for a key design review of changes made since a hunk of foam came off during the first return to flight last July. The shuttles haven't flown since. A second RTF mission is set for July 1, but hinges in part on today's decision.
