NASA Rocket Cost Assessments Questioned

NASA's cost estimates for for building rockets and spacecraft for human missions beyond Earth orbit are questionable and do not provide adequate reserves for difficulties encountered during development, an independent analysis shows.

The analysis by technical consultant Booz Allen Hamilton did not list NASA dollar estimates for the development of a heavy-lift launch vehicle, the crew spacecraft or the ground systems required to launch them from Kennedy Space Center.
